I was shocked and sad to hear the untimely loss of Stephen. I first recall working with Stephen on the changes to legislation to permit flight training from unlicensed aerodromes back in the early 2000’s.

I have since worked with him on numerous tasks most recently the review of pilot licensing. Stephen always gave honest and direct counsel for any query, rulemaking task or when reviewing the multitude of exemptions that we have asked about over the many years.

Stephen will be greatly missed at the CAA, not only for his counsel but also his humour and dedication.
