I knew Stephen as a colleague and then in retirement served briefly with him as a member of the Children’s Panel and I’d like to record how impressive and supportive he was in that capacity.  He had great compassion and courtesy, was able to think carefully and make clear decisions to improve the lives of the children whose cases came to a Hearing.
