I have known Caroline for many, many years working together for Hertfordshire County Council. Caroline was so dedicated to improving outcomes for children and headed up the creation of 82 children’s centres in Hertfordshire which was not an easy job. But mostly my memories of Caroline are of a lovely lady who always had time to talk and listen. She had a great sense of humour and loved to laugh. She will be missed by so many people.
