Caroline Swindells

Caroline worked at Luton Council as part of the Flying Start team, from 2017 to 2021. She was a passionate advocate of the importance of the early years and made a significant difference to the outcomes of children and their families in Luton through the Flying Start programme.

She will be truly missed by her colleagues and friends.

I was extremely saddened to hear of Caroline’s passing. There are many of us in the Herts for Learning Early Years team who will remember Caroline for her straight talking and good sense of humour. Her collaborative approach supported a very succcessful Children’s Centre Improvement partner programme. Before my work in the Early Years team I personally knew Caroline as the leader of the Beaver group my son attended. She had such patience and control with the children but always had their fun and enjoyment at the heart of her work. Caroline will be so missed, and I was very sorry to hear of her too-soon death.  Caroline drove the  development of the Children’s Centre programme in Hertfordshire and embedded the strong foundations that are key to our early intervention programme today.  Her commitment, passion and drive ensured that no barriers were insurmountable, and I enjoyed watching her problem solve with pragmitism and determination.  She was a great colleague and manager, and an exemplary public sector Officer. I have known Caroline for many, many years working together for Hertfordshire County Council. Caroline was so dedicated to improving outcomes for children and headed up the creation of 82 children’s centres in Hertfordshire which was not an easy job.
